About the role
Tensley Consulting is seeking a Training Course Developer-Instructor (TESA – TechELINT) to support the development and delivery of advanced Technical Electronic Intelligence Signals Analysis (TESA) training. This role is responsible for designing and instructing course content focused on the analysis of radars, jammers, and other electronic emissions derived from systems supporting warfighting, national security, and other mission areas. The Developer-Instructor will analyze complex ELINT data, develop signal characterization methodologies, and translate technical findings into structured, mission-relevant training for Intelligence Community (IC) stakeholders. This role also supports continuous course improvement, contributes to national ELINT databases, and ensures alignment with SIGINT reporting standards and operational needs.
education / experience
Two (2) or more years of experience in technical instruction and/or curriculum development (military, academic, industry classroom, or OJT instruction) is required. Bachelor’s degree in a technical discipline (Engineering, Mathematics, Computer Science, Physical Sciences, or related field) from an accredited college or university plus eight (8) years of TESA / TechELINT operational experience within the past fifteen (15) years. Six (6) additional years of TESA experience (total of ten (10) years) may be substituted for a bachelor’s degree. For candidates without a degree, must also meet one of the following : Completion of SIGE Course 3810 (Intermediate Technical ELINT Analysis) Completion of SIGE Course 4810 (Advanced Radar Theory) Publication of a technical paper in a TechSIGINT-related field
Qualifications
Experience developing and delivering technical training related to ELINT, TESA, or radar signals analysis Experience analyzing radar, jammer, and RF emissions from operational and developmental systems Experience developing signal chronologies and correlating events across multiple data sources Experience performing ELINT parameter analysis including frequency, pulse duration, modulation, and scan characteristics Experience utilizing signals analysis tools, techniques, and procedures for precise measurement and interpretation Experience analyzing multiple datasets and producing cohesive ELINT findings aligned with SIGINT reporting standards Experience contributing to or updating national ELINT databases in accordance with established standards Experience supporting improvements to ELINT collection, processing, or automated reporting systems Experience communicating complex ELINT analysis clearly in both written and instructional formats
Desired Skills Experience with Python, MATLAB, Machine Learning, or Data Science applications Experience with advanced radar analysis techniques including: Range/velocity corridor plots MTI interpretation Bistatic reflection analysis P-cubed analysis (power, pattern, polarization) Experience with: New signal identification Fusion analysis Electronic attack analysis Screening and processing large datasets Experience integrating multiple SIGINT formats into TESA-related analysis and reporting Experience supporting Intelligence Community (IC) or Department of Defense (DoD) programs
