About the role

Tensley Consulting is seeking a Training Course Developer-Instructor (TechFISINT) to support the development and delivery of specialized Technical Foreign Instrumentation Signals Intelligence (TechFISINT) training. This role is responsible for designing, developing, and instructing technical course content focused on the exploitation of space and weapons systems to assess performance characteristics, capabilities, limitations, and vulnerabilities. The Developer-Instructor will analyze telemetry and FISINT data, produce technical intelligence reporting, and translate complex analytic findings into structured training material for Intelligence Community (IC) stakeholders. This role also supports ongoing course improvement through feedback integration, ensures instructional accuracy and relevance, and collaborates with technical and operational teams to maintain mission-aligned training content.

education / experience

Two (2) or more years of experience in technical instruction and/or curriculum development (military, academic, industry classroom, or OJT instruction) is required. Bachelor’s degree in a technical discipline (Engineering, Mathematics, Computer Science, Physical Sciences, or related field) from an accredited college or university plus four (4) years of TechSIGINT experience (collection, processing, and analysis) within the last ten (10) years. Four (4) additional years of TechSIGINT experience (total of six (6) years) may be substituted for a bachelor’s degree.

Qualifications

Experience developing and delivering technical training related to SIGINT, FISINT, or telemetry analysis Experience analyzing space and/or weapons systems, including performance characteristics, capabilities, and system vulnerabilities Experience processing and analyzing telemetry data to support intelligence assessments Experience identifying anomalous or non-standard telemetry formats Experience conducting signals analysis using specialized software and hardware tools Experience developing signal chronologies and identifying relationships between signals Experience producing technical intelligence reports and documentation aligned with SIGINT standards Experience using data processing tools, mapping tools, and analytic algorithms Experience maintaining and updating technical course materials based on feedback and mission needs Experience communicating complex technical concepts clearly in both written and instructional formats

Desired Skills Experience with Python, MATLAB, or similar technical computing tools Experience with Radio Frequency (RF) systems, antennas, or Software Defined Radio (SDR) frameworks Experience supporting Intelligence Community (IC) or Department of Defense (DoD) programs Familiarity with telemetry beaconry analysis and SIGINT reporting standards Experience with satellite operations or satellite communications principles Experience working in mission-focused training or operational environments
